Luke was simply a god to the tiny humants living into his giant home. He was allowing them to be there and thrive for how that could be possible with his presence. However, as their giant owner since he was alloving them to live, he had strict rules for them to serve him and for his own advantage. Some would keep the floor clean or do other chores that came handy to him, while others were entrusted with the task of mantaining order. Them were considered something alike soldiers or police... Who dared to disobey and break his rules was arrested and was going to be punished and sentenced. No doubt Luke never had problems doing that, actually enjoying it as a fun pastime...
